Of AI-central live specifications, the share with no decision architecture, meaning nobody named to overrule, sign off, escalate, or hold accountability, as at 14 September 2026, in markets whose AI-central cell clears 50 specifications: India 68.0% (of 75), Singapore 67.1% (of 82), United States 59.3% (of 3,748), Canada 57.1% (of 84), France 56.3% (of 87), Australia 51.3% (of 388), United Kingdom 46.0% (of 755), Ireland 40.3% (of 72). Germany, Spain carry fewer than 50 AI-central specifications and their shares are held.
Ireland is the lowest: of 72 specifications with AI at the centre or in support of the work, 59.7% name who holds authority over the model. Small cells are directional until they grow.
How the work divides across the four layers, by market

How this is measured
Every figure on this page is from live specifications, meaning roles open at the freeze date, classified through the Verellax pipeline and de-duplicated. AI-central means core or supporting. Decision architecture is scored from the presence of overrule, sign-off, escalation or accountability language. Layer shares are the average across specifications of the share of each role's work in that layer. The publishing floor is 150 live specifications for a page and 50 for a sub-cell.
