Every post is one finding from the live base, carrying its population, its basis and its read date, and it never changes after publish. Movement is reported the following week, never edited in. Employers are named only in the positive and only above floor; deficit findings stay at cohort level.

The rule that makes a post citable

A Signal figure is never updated in place. It freezes at the week it was read, and if the base moves, Friday's Counted the following week says what it moved from and to, as counts.
